第七章、施工進度計劃及保證措施
1、工期目標:
根據本工(gong)程內容的(de)要求,根據業主(zhu)規定工(gong)期,并參照(zhao)我公司類似工(gong)程的(de)施工(gong)經(jing)驗(yan),通過對關(guan)鍵線路的(de)優(you)化(hua),制定本施工(gong)進度計(ji)劃。
2、確保工期組織管理措施:
2.1、由公司選(xuan)派(pai)善抓生產(chan)、搶進度、會管理(li)并具有豐富類似工程施(shi)工經歷的(de)項(xiang)(xiang)(xiang)目(mu)經理(li)擔任(ren)該工程項(xiang)(xiang)(xiang)目(mu)經理(li)。由項(xiang)(xiang)(xiang)目(mu)經理(li)進行人力(li)(li)、物(wu)力(li)(li)、資金設備的(de)統(tong)一調度,確保本工程各項(xiang)(xiang)(xiang)施(shi)工目(mu)標的(de)實現。
2.2、實行工(gong)(gong)(gong)期目標責(ze)(ze)任(ren)制,項(xiang)目經理是工(gong)(gong)(gong)期目標的總負(fu)責(ze)(ze)人(ren),主(zhu)(zhu)要負(fu)責(ze)(ze)現場(chang)各(ge)項(xiang)管(guan)理控制工(gong)(gong)(gong)作;各(ge)作業班組與項(xiang)目部簽訂(ding)責(ze)(ze)任(ren)書(shu),各(ge)作業班組與操(cao)作工(gong)(gong)(gong)人(ren)簽訂(ding)責(ze)(ze)任(ren)書(shu),明確工(gong)(gong)(gong)期獎(jiang)罰(fa)辦法,在各(ge)自(zi)的責(ze)(ze)任(ren)范圍內按質(zhi)量、進度與工(gong)(gong)(gong)資掛(gua)鉤(gou),實行重獎(jiang)、重罰(fa),充分調動施工(gong)(gong)(gong)人(ren)員的積極性,發揮主(zhu)(zhu)人(ren)翁責(ze)(ze)任(ren)感(gan),挖(wa)掘(jue)勞動力(li)潛(qian)力(li)。
2.3、組織業主、監理設計各方代表定期(qi)召(zhao)開例會,及時解(jie)決
施工中的各類問題,避(bi)免誤(wu)工、窩(wo)工,加快工程進度(du),確(que)保工期目標(biao)的實現。
2.4、為確(que)保工期目標的實現,同時便于施工管理,以(yi)“縱向到底,橫向到邊(bian)”、“包、保、核”的原則(ze)進行目標分解(jie)。堅(jian)持“以(yi)日保周、周保月、月保總任(ren)務”的原則(ze),堅(jian)持例會(hui)制度(du),搞好(hao)現場協調工作。
2.5、為了加強(qiang)項(xiang)目(mu)部的(de)(de)責任,落實(shi)“項(xiang)目(mu)經濟承(cheng)(cheng)包(bao)(bao)(bao)責任制”,項(xiang)目(mu)部人(ren)(ren)員分工明確,各(ge)盡其責,項(xiang)目(mu)部與作業班組同(tong)樣簽訂承(cheng)(cheng)包(bao)(bao)(bao)合同(tong),實(shi)行橫向(xiang)承(cheng)(cheng)包(bao)(bao)(bao)到(dao)(dao)邊、縱向(xiang)承(cheng)(cheng)包(bao)(bao)(bao)到(dao)(dao)底、責任到(dao)(dao)人(ren)(ren)的(de)(de)承(cheng)(cheng)包(bao)(bao)(bao)形式,做(zuo)到(dao)(dao)責、權、利相(xiang)結合,充分調動所有參建(jian)人(ren)(ren)員的(de)(de)積極性。
2.6、工(gong)(gong)程(cheng)(cheng)開工(gong)(gong)前(qian)編制(zhi)施(shi)(shi)工(gong)(gong)總(zong)進(jin)度(du)計(ji)劃,作(zuo)為指導整個工(gong)(gong)程(cheng)(cheng)進(jin)度(du)的綱領性文(wen)件。利用(yong)進(jin)度(du)計(ji)劃軟(ruan)件,在(zai)施(shi)(shi)工(gong)(gong)過程(cheng)(cheng)中進(jin)行(xing)施(shi)(shi)工(gong)(gong)進(jin)度(du)監控,在(zai)總(zong)進(jin)度(du)計(ji)劃的指導下(xia),超前(qian)計(ji)劃,在(zai)此基(ji)礎上再(zai)編制(zhi)月(yue)、周作(zuo)業(ye)計(ji)劃,具體指導施(shi)(shi)工(gong)(gong),確保工(gong)(gong)期(qi)目標(biao)的實現。
2.7、根據施(shi)工(gong)進度要求,將各項工(gong)程進度目標(biao)進一步分解,會同相關部門及時制定工(gong)作計劃(hua)(hua),具(ju)體內容包括(kuo):分解圖、進度控(kong)制方法及具(ju)體措施(shi)等。為(wei)了確保本(ben)計劃(hua)(hua)的控(kong)制點目標(biao)按期(qi)完成。項目部須編制各分部分項工(gong)程作業指導書及月、旬(xun)作業計劃(hua)(hua),在落(luo)實進度計劃(hua)(hua)中(zhong)應注(zhu)意(yi)以下(xia)幾點:
2.7.1、工(gong)(gong)作關系確定的主要依據為工(gong)(gong)序、工(gong)(gong)藝流程、工(gong)(gong)作面的要求,勞動力(li)和周轉材(cai)料(liao)的安排為次要依據。工(gong)(gong)作關系必(bi)須簡捷和有最大(da)限度的可操作性(xing),即使(shi)施工(gong)(gong)出(chu)現非正(zheng)常情(qing)況,工(gong)(gong)作關系也基本不(bu)必(bi)調(diao)整且計劃網絡也不(bu)會斷鏈。
2.7.2、從(cong)計劃(hua)編制上(shang)保證工序(xu)時(shi)間安排上(shang)的科學性、合(he)理性,保障施工的流暢開展(zhan)。
2.7.3、充分利用(yong)工作(zuo)面(mian),保證施工的節(jie)奏和(he)合理性,有目的地(di)(di)使各工種勞動力(li)在工作(zuo)面(mian)上(shang)相對獨立地(di)(di)操作(zuo)。
2.7.4、盡量(liang)在施工過程中保證(zheng)勞動力的平衡,避免窩工。
2.8、實(shi)行工(gong)(gong)期目標管理,確保工(gong)(gong)程質(zhi)量和工(gong)(gong)期的有(you)效控制。根據工(gong)(gong)程特點、氣候(hou)、機械設(she)備和任務要求(qiu),制定質(zhi)量和工(gong)(gong)期的總目標。再將這些目標分解(jie)到各施工(gong)(gong)班組,公司及項目定期檢查目標實(shi)現(xian)情(qing)況。
2.9、協調配合(he):密(mi)切處理與(yu)(yu)業主、監理、設計之間的(de)(de)關系,減少人為(wei)因素對施工(gong)的(de)(de)影(ying)響,做到不相互影(ying)響,不相互扯皮,并正確處理質(zhi)量與(yu)(yu)進度、質(zhi)量與(yu)(yu)效(xiao)益、安(an)全(quan)與(yu)(yu)效(xiao)益、文(wen)(wen)明與(yu)(yu)效(xiao)益的(de)(de)關系,在保證質(zhi)量、安(an)全(quan)和文(wen)(wen)明施工(gong)的(de)(de)前提下追求進度和效(xiao)益。
2.10、后(hou)勤保(bao)證(zheng):為保(bao)證(zheng)施工(gong)順利進行(xing)(xing)(xing),確(que)保(bao)各(ge)項(xiang)管理(li)目標的(de)實現,在公(gong)司范(fan)圍內進行(xing)(xing)(xing)人、財、物的(de)統一調配,確(que)保(bao)該(gai)工(gong)程(cheng)人力(li)、物力(li)和(he)資金(jin)的(de)配備供(gong)應(ying),做好(hao)工(gong)人的(de)醫療衛生(sheng)檢查,保(bao)障生(sheng)產工(gong)人的(de)人身健康,積極做好(hao)各(ge)種應(ying)對措施,以保(bao)證(zheng)整個(ge)工(gong)程(cheng)的(de)順利進行(xing)(xing)(xing)。
2.11、人(ren)員、材(cai)料的調配:
2.11.1、為(wei)優質(zhi)(zhi)高效在合同規定(ding)期內完成本工(gong)程的施工(gong)任務,我公(gong)司(si)將把本工(gong)程確定(ding)為(wei)公(gong)司(si)重點工(gong)程,安(an)排素質(zhi)(zhi)高,業(ye)績好的專業(ye)施工(gong)隊(dui)伍。
2.11.2、組(zu)織高(gao)效的(de)施工機械設(she)備,隨時可(ke)調(diao)往本工程施工。
2.11.3、組織(zhi)熟悉業務(wu)的原材料采(cai)購(gou)人員,所有材料用汽車運至(zhi)施工地點,并按照平面布置的要求放在規定地點。我公司(si)將盡公司(si)財力,從資金上保(bao)證本工程的材料供應(ying)。
2.11.4、加強(qiang)現場管理,實行施工日記制度:每個(ge)作業班(組)
每(mei)天都(dou)要作施工日志。記錄當天的(de)氣(qi)候、參加人員(yuan)、完成任務、機械設(she)備、材料質量檢(jian)查(cha)、安(an)全檢(jian)查(cha)等情況,以便(bian)發(fa)現問題、分析原因(yin)、研究解決的(de)辦法和措施。
2.11.5、實行工(gong)(gong)地會(hui)議制度(du):每(mei)周(zhou)項(xiang)目(mu)經(jing)理(li)部召開(kai)一(yi)次由(you)項(xiang)目(mu)經(jing)理(li)部成(cheng)員、工(gong)(gong)長和質(zhi)(zhi)檢員參(can)加的(de)工(gong)(gong)地會(hui)議;會(hui)議邀(yao)請(qing)業主(zhu)、設計、監理(li)各(ge)方參(can)加,會(hui)議主(zhu)要(yao)研究施工(gong)(gong)中有關進(jin)度(du)、質(zhi)(zhi)量(liang)、安全問題,檢查工(gong)(gong)程質(zhi)(zhi)量(liang)和進(jin)度(du)計劃完成(cheng)情況。通(tong)過會(hui)議強化質(zhi)(zhi)量(liang)意識,調整進(jin)度(du)計劃,研究加快工(gong)(gong)程進(jin)度(du)和保證質(zhi)(zhi)量(liang)的(de)措施,消除安全隱(yin)患。
3、保證工期技術措施:
3.1、由(you)于工(gong)(gong)作周期(qi)(qi)影響(xiang)施(shi)(shi)工(gong)(gong)進度的(de)因(yin)(yin)素,因(yin)(yin)此要加(jia)強季節性期(qi)(qi)間、法定節假日等施(shi)(shi)工(gong)(gong)管理(li),對于此期(qi)(qi)間加(jia)班按照國(guo)家有關政(zheng)策規(gui)定給予經濟補償,確保(bao)施(shi)(shi)工(gong)(gong)不延(yan)誤(wu)關鍵(jian)工(gong)(gong)序的(de)工(gong)(gong)期(qi)(qi),提高(gao)工(gong)(gong)作效率。
3.2、為了(le)搶進度,施(shi)工一(yi)般都要工作到晚上(shang),因此,要特別注意夜間有足夠的照明,安全措施(shi)完善,保養(yang)維護好(hao)機械(xie)設備。
3.3、抓好(hao)關(guan)鍵工(gong)(gong)(gong)序的(de)(de)施工(gong)(gong)(gong),關(guan)鍵工(gong)(gong)(gong)序施工(gong)(gong)(gong)是影響整個項目工(gong)(gong)(gong)程(cheng)質(zhi)量(liang)與(yu)工(gong)(gong)(gong)期(qi)的(de)(de)決定因素(su),因此,控制好(hao)關(guan)鍵工(gong)(gong)(gong)程(cheng)質(zhi)量(liang)與(yu)工(gong)(gong)(gong)期(qi)是保證整個工(gong)(gong)(gong)程(cheng)順利完成的(de)(de)關(guan)鍵,確保關(guan)鍵工(gong)(gong)(gong)序上的(de)(de)工(gong)(gong)(gong)作不延誤(wu)。
3.4、接到業主(zhu)的開工通(tong)知(zhi)后,立即進行本項目所需人(ren)員、設備、材(cai)料的進場(chang)準(zhun)備工作,按(an)照業主(zhu)要求盡快組織進場(chang)和開工準(zhun)備,抓(zhua)住工程(cheng)開工前(qian)的“時間差(cha)”。
3.5、加強現場調度(du),若出現單(dan)項工(gong)程施(shi)工(gong)進度(du)滯后于總計劃(hua)進度(du)的(de)情況,則(ze)由項目(mu)經理部調整人力、物力,確保質量并獲得(de)監(jian)理工(gong)程師批準(zhun)的(de)條(tiao)件下突擊,以達到工(gong)期的(de)預定目(mu)標。
3.6、在施(shi)工(gong)過程(cheng)中(zhong),若實際進(jin)度與計(ji)劃(hua)(hua)進(jin)度出現差異,由技(ji)術負責(ze)人(ren)會同有關人(ren)員一起分析(xi)原因,及時調整進(jin)度計(ji)劃(hua)(hua)。
